A fractional chief operating officer is a senior, part-time executive engaged to set business-wide strategy and operating priorities. Typical scope: hiring plans, financial model, sales-to-delivery alignment, OKR discipline, executive coaching. Typical cost for service agencies: $8,000–$15,000+ per month for 10–20 hours per week. A fractional COO advises and decides but does not run the delivery function. For agencies between $500K and $3M that are still founder-bottlenecked in delivery, an operations partner that runs delivery is typically the higher-leverage first engagement.

When this matters

Fractional COO engagements work best once delivery is already stable and the constraint is strategic coherence across functions. For agencies where delivery is the active fire, the engagement often under-delivers because the COO is doing strategy on top of chaos.

Commonly confused with

Fractional COOs are frequently hired to solve delivery problems. They can diagnose them; they rarely run them. A COO sets strategy; an operations partner runs the function.
